Position Description

This is a role that combines all aspects of business development to include capture, marketing, and client relationship management.

Requirements

  • Manage all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer.
  • Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications, to determine final document structure.
  • Prepare detailed proposal plans, schedule outline and compliance matrix for assigned pursuits.
  • Coordinate and lead major meeting events, such as Kick-off Meetings, Presentation Strategy Meetings, Pink, Red, and other Color Team reviews, etc.
  • Demonstrate decisive leadership in driving presentation strategy action plan to closure
  • Lead development of strategic and proposal win themes and discriminators.
  • Provide detailed guidance and/or Just in Time Training to proposal authors/contributors and subcontractors.
  • Establish overall direction for the organization as relates new/ revised processes/procedures.
  • Ensure proposals are compliant with all section L&M or similar instructions/requirements.
  • Conceptualize and write and/or edit compelling proposal narrative and oral presentation slides from scratch.
  • Maintain a flexible schedule which may include evenings and weekends as required.
  • Add value to final proposal submissions by leading the efforts that ensure strategic messaging is utilized correctly to frame our overall offerings to customers.
  • Own, build and maintain an on-going body of knowledge & understanding of our business, its technologies, its language and its overall strategic messages
  • Support the Capture Manager in conducting customer analysis, helping the Capture Manager optimize customer understanding (mission, hot buttons, priorities, barriers, etc.)
  • Help the Capture Manager with competitive analysis as needed
  • Participate in Win Strategy Workshops as an active participant, as well as assisting the Capture Manager with associated Action Plan creation and management of its execution for the team
  • Contribute to the Capture Plan development, helping the Capture Manager as needed
  • Engage in Blue Teams (independent reviews of the win strategy)
  • Must work effectively with senior business development and program (P&L) leadership as well as program, technical, and other functional entities

Certification: High school equivalent

  • 2 Years Federal Proposal experience.
  • Experience with state and federal government contracting is preferred
  • Experience with Microsoft Office suite including word and excel.
  • Must have excellent writing skills
  • In depth knowledge of the Shipley proposal/RFP process.
  • Advanced communication skills
  • Must be able to stand or sit for more than 8 hours per day
  • Must be willing to work overtime if necessary
  • Must be able to use an elevator or walk up and down stairs
  • Must be able to lift up to 40 pounds and carry up to 10 feet
  • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders
  • Must be able to read and interpret handwritten and typewritten print
  • Must be able to communicate by voice and detect sound by ear
  • Must be able to perform duties in an indoor or outdoor environment
  • Must be able to pass a criminal background investigation
  • Must undergo urine drug testing
  • Travel required as needed to conduct business development
